The violence in Syria is “unprecedented” says the UN Monitor Chief. In reality, all crimes against humanity have precedents, but when the world refuses to learn or remember, they get repeated. Responsibility to Protect was a nice legal fiction. Now the very people who put it together are busy debunking it, perhaps that's the real mandate of the Annan Mission in Syria.
